Participating Agencies and Organizations:
The California Department of Justice, the California Highway Patrol, the California State Sheriffs' Association, the California Police Chiefs' Association, and the California Peace Officers' Association, Local Law Enforcement, the state's broadcasters, and the Office of Emergency Services.
Steps for Activation: The jurisdictional law enforcement agency will prepare an initial press release that includes all relevant information and provide a telephone number for the media to call for additional information or updates; a telephone number for the public to call in with leads/information. The jurisdictional law enforcement agency will then fax the press release to two pre-designated media locations who will verify the information and then distribute C.A.R.E. Alert information to participating media outlets via pre-determined fax tree.
Scope of Amber Alert: Statewide
Criteria for Activation: A child 17 years of age or younger, or an individual with a proven mental or physical disability; and that the victim is in imminent danger of serious bodily injury or death and that there is information available that, if disseminated to the general public, could assist with the safe recovery of the victim.
Utilizes Emergency Alert System: If the criteria for activation have been met law enforcement can request activation of the Emergency Alert System within the appropriate local area.

Steps for Activation: In the event a child is abducted, the Watch Commander will immediately prepare an Emergency Alert Bulletin. The bulletin will be prepared on Department letterhead. The bulletin should include the following: a Brief Synopsis of the Abduction; victim Information (including major identifiers); Suspect Information (if applicable); Suspect Vehicle (if applicable); Direction of Travel; Time Frame; Contact Information (Corcoran Police Department 559 992-5151). The Watch Commander will then fax a bulletin to the five major television stations (channel 21, channel 24, channel 26, channel 30 and channel 47). Any pictures of the suspect and/or victim should be sent via email. Immediately after each fax is sent a phone call will be placed to each television station to confirm the bulletin's authenticity. The five major television stations will then broadcast the information either live or in text message.

Criteria for Activation: In order to active the "TRACI alert," the following criteria must be met: The Police must believe the child is in danger of serious bodily harm or death. There should be a witnessed or confirmed stranger abduction or extreme unusual circumstances.
