| Steps for Activation: |
The Amber Plan can only be implemented by a law enforcement agency. Should a citizen call in and request a broadcast, the citizen would be referred to their local law enforcement agency. Law enforcement informs metro area media stations of child abduction via confidential facsimile transmission. Upon authentication the media stations then provide updated information to the listening audience on a regular basis. Follow-up information might include but not be restricted to: description of perpetrator; organization of search teams; updates regarding searches. |

| Criteria for Activation: |
The Amber Plan is initiated when a child under the age of 18 has been unwillingly removed from their environment without permission from the childs legal guardian or a designated legal representative and by such action is endangered. The plan may be used in cases involving older people with mental disabilities. |
