Participating Agencies and Organizations:
The North Carolina (NC) Center for Missing Persons, NC Department of Transportation, NC Division of Emergency Management, NC Association of Broadcasters, NC Division of Criminal Information, National Crime Information Center, Local Law Enforcement.
Steps for Activation: The law enforcement agency shall notify the North Carolina Center for Missing Persons. If the criteria has been met the NCCMP will: Make notification to the Department of Transportation to activate Dynamic Message Signs, if appropriate; make notification to the Division of Emergency Management to activate Emergency Alert System (EAS); notify commercial partnerships; notify contiguous state partners that an AMBER Alert is in progress. Participating media outlets either by individual discretionary policy or guidelines established by the North Carolina Association of Broadcasters agree to broadcast the AMBER Alert until cancelled.
Scope of Amber Alert: Statewide.
Criteria for Activation: The NC AMBER Alert System shall make every effort to disseminate information on missing children as quickly as possible when the following criteria are met: (1) The child is 17 years of age or younger; (2) The abduction is not known or suspected to be by a parent of the child, unless the child's life is suspected to be in danger of injury or death; (3) The child is believed: a. To have been abducted, or b. To be in danger of injury or death; (4) The child is not a runaway or voluntarily missing; and (5) The abduction has been reported to and investigated by a law enforcement agency. If the abduction of the child is known or suspected to be by a parent of the child, the Center, in its discretion, may disseminate information through the AMBER Alert System if the child is believed to be in danger of injury or death.
Utilizes Emergency Alert System: The NC CAN system is similar to the emergency broadcast system, used to alert the public during adverse weather.
